Browsing the entire network relies on the browser service that was
introduced back in the LanManager age. The browser service is installed on
client computers and on server computers. I will spare you technical
subtilities, but the PDC (= your SBS server in a SBS network) collects
information about which computers are present on your network and transmit
that to clients when they request it (= when you browse the entire network).
So, to come back to your question, the problem (if browser related) could be
either on the server or on the client.

Things to check: what does "NET VIEW" return ?
Is such a command succesful: NET USE * \\your-server\some-share ?
Did you configured your laptop's firewall in a special way ?
