Thank you for your update.
As you mentioned, this issue only occurs with one specific user account.
Based on my knowledge, the issue happens to the OAB in Outlook Client Side.
In general, when we are running in Cached Exchange Mode, we use the OAB
instead of the GC for directory lookups. By default, Exchange updates the
OAB once every 24hrs, so clients running Outlook 2003 in Cached Exchange
Mode would not see any updates to the GAL until Exchange republishes the
OAB or you can manually force Outlook to download the Address Book.
Step 1: Download Address book
1. Open Outlook 2003.
2. Click Tools menu, point to Send/Receive and click Download Address Book??
3. Clear Download Changes since last Send/Receive checkbox.
4. Select Full Details.
5. Choose \Global Address List and click OK.
Then verify the issue. If the issue persists, please continue with next
step.
Step 2: Create a new Profile
A new profile is a new environment with new OST and OAB files for us to use
Outlook. To create a new profile is only for a test to see if the problem
is related to the corrupt profile of Outlook. Creating new profile will not
do any damage to the old profile.
