Analyzing and suggestions:

Before we go any further, can I assume that the remote computer is Windows
XP SP2?
In Windows XP Service Pack 2, Windows Firewall is enabled by default.
Incoming requests against unopened ports as opposed to responses to
requests originated from the computer are blocked by Windows Firewall. This
impacts the use of GPMC to retrieve RSoP data across the network.
You may want to edit the Small Business Server Windows Firewall GPO and
enable Windows Firewall: Allow Remote Administration Exceptions under
Computer Configuration | Administrative Templates | Network | Network
Connections | Domain Profile. This will open TCP ports 135 (RPC) and 445
(SMB) as well as additional dynamically-assigned ports in the range of 1024
to 1034.
In addition, install GPMC with SP1 on the SBS server:
