To narrow down this issue, please answer and perform the following
questions and steps:
1. To isolated this issue, please make some screen shots of this issue and
attach them in your reply.
2. Before the issue occurred, can you remember what changes you had been
made to the system?
3. Does this issue occur when you use the Domain Administrator user
account to logon the SBS Server?
4. DCGPOFIX.EXE will restore the Default Domain Policy and the Default
Domain Controller Policy to original default settings. Note that it does
not affect other GPOs.
In SBS most of the custom GPO settings are done outside of these policies.
We create custom GPOs to configure the settings for firewall, folder
redirection and etc. These GPOs will be left intact if you run dcgpofix.exe.
If you just want to restore the Default Domain Policy or the Default Domain
Controller Policy, or both policies, you can use DCGPOFIX.exe to forcefully
wipe out and recreate the policy/policies.
5. Additionally, you may use gpresult tool to check the policy. Run
"gpresult /v>gpresult.txt" to export the group policy information and check
the .txt file.

Note: This article also applies to SBS 2003 Server.
6. If the issue persists, please run 'eventvwr.exe' (without the
quotation marks) on the command prompt on the SBS Server, and check if
there are any error messages about this issue, then paste the full context
in your reply.
