If this is your concerns, we can create a public folder then change the permission for that public folder, please refer to my suggestions below:
Please change the permission setting through outlook. Please follow the steps below:
1. Open outlook at the client computer.
2. From the outlook menu, choose Go->Folder list.
3. In the left pane, navigate the public folder and found the public folder you want to change permission. 4. Right click the folder and choose properties, in the permission tab, set the proper permission for proper user. In addition, you can use PfDavAdmin to change the permission:

The Folder I want change is the Root Folder 'Public Folders' not the folders below the root level.
Sub-Folders below the Root are Ok, but how to change the Root Folder. All uses have full access to the 'Public Folders', but access is not given when created by somebody else.
The user has to go into the folder properties and change the security to allow others the same access.
Basically I want Zero Security.
