Internert Authentication Service will not start

Tech-Archive recommends: Fix windows errors by optimizing your registry

On SBS 2003 Premium today the daily report indicated that one automatic
service was not started. Four System events show the Internet
Authentication Service starts, then is running, then stops, then gets the
error: Event ID 7023 Source Service Control Manager with Description "The
Internet Authentication Service service terminated with the following error:
Only one usage of each socket address (protocol/network address/port) is
normally permitted." Any thoughts on what to check (before I call PSS)?
