>From the icw log you provided, I have found the following error entry:

Error 0x80005006 returned from call to Fixing the inheritance for root
dir().
calling Set Web Publishing Rules (0x80005006).
Error 0x80005006 returned from call to CRFireCommit::Commit().

Based on my research, this error may occur if there's any Web site or
virtual directory that doesn't have KeyType specified. Looking at the IIS
metabase, you should see every website or virtual directory has a KeyType
value indicating whether it is a website or virtual directory.

The issue is mostly seen when you have created any website or VD by using
FrontPage.

RESOLUTION:

To resolve this issue, please first try to download the Metabase explorer
and install it.

1. Install .NET Framework Version 1.1:

8157-034d1e7cf3a3&DisplayLang=en

2. Install MBExplorer by installing IIS 6 Resource Kit Tools:

B628-ADE629C89499&displaylang=en

3. Once it is installed, access it from Start, Programs, IIS Resources,
Metabase Explorer.

Start MBExplorer and check every website and VD. If you find one that
doesn't have KeyType specified, follow the steps below to add it:

1. Select the website or VD.

2. Right-click in the right-pane, point to New and click String Record.

3. Select KeyType in the "Record Name or Identifier" drop down list and
click OK.

4. Double-click the KeyType item and enter "IIsWebVirtualDir" (or
"IIsWebServer" if it is a website) in "Value Data". Click OK.

Exit MBExplorer, Restart the IIS service by running iisreset. And then,
rerun CEICW and see if it works this time.

The following possibilities may also cause the issue:
1. The issue may occur if the security on the default website is not set
the way it should be. Please try the following steps:

1) Open the IIS Management snap-in.
2) Open the properties of the Default Web Site and go to the Directory
Security tab.
3) Go to the IP Address and Domain Name Restrictions setting and change the
setting. Just do the opposite of what is set. If currently set to grant
all, change it to deny all except for the local IP and subnet mask of the
server.
4) Select all to apply the change to all subwebs.
5) Select all again to apply the change all the way down.
6) Run CEICW again.

2. The Front Page extensions have been installed and it created a virtual
directory. Please remove the Front Page extensions on the default and then
remove the virtual directory that Front Page extensions created to see if
the problem can be resolved.

3. Front Page has added the incorrect information in the file metabase.xml
of the default web site. Please try the following steps:

1) Open the Internet Services Management snap-in.
2) Open the properties of the custom web site virtual directory and go to
the Directory Security tab (you may also do this on the default web site if
they have several custom virtual directories underneath the Default Web
Site).
3) Go to the IP Address and Domain Name Restrictions setting and change the
setting (just do the opposite of what is set). If currently set to grant
all, change it to deny all except for the local IP and subnet mask of the
server.
4) Select all to apply the change to all sub webs.
5) Select all again to apply the change all the way down.
6) Running the CEICW again.
