Hi David,
Thanks for your post and thank for the update.
Yes, you can use RPC over HTTP to achieve this goal. Actually the exact
steps for configuring the RPC over HTTP are listed on the RWW page. I
suggest you connect to RWW (http://SBS_Server_Name/remote from internal or
http://Router_Public_IP/remote), and then click the "Configure Outlook via
the Internet" link on the right pane. Then please follow the step-by-step
guide to configure the settings.
Moreover, you can enable the POP3 and IMAP4 service to let remote client to
use POP3 or IMAP4 to receive emails. For more information, you can refer to
the following KB:
The default POP3 and IMAP4 virtual servers are stopped and you cannot
connect to the POP3 and the IMAP4 services in Windows Small Business Server
2003

Meanwhile, I would like to suggest that you can use the OWA to access the
emails. It is a valuable feature of exchange server and easy to use.
If you have any questions please do not hesitate to let me know. I am glad
to be of assistance.
Best regards,
Jerry Zhao (MSFT)
