Backup wizard & Monitor wizard error

Hi,
I have a server with windows 2003 SBS , SQL Server 2000 and Exchange Server
2003 installed, which it has some errors:
1) On IIS I have installed and ASP.NET Application and when I try to open I
have the message "Service Unavailable", but if I try to refresh the page the
application start.
I have see that if I leave the system not operation for more than 5
minutes, when I try to browse the application I have the message "Service
Unavailable" too.
I have try to apply a lot of KB from Microsoft support site, regarding
this problem but the problem still there. (No error on event viewer).

2) Backup configuration wizard doesn't start and on event viewer this error
was log:
