Err I could be wrong but the point of having 2 network cards is that they
are on different subnets ie if one is in the 192.168.x.x the other should be
10.x.x.x, or 172.16.x.x or some other private range. This way traffic is
always pushed through the server, ie 'routed' and ISA and/or RRAS is
monitoring/controlling all of it.
Also any reference to 127.0.0.1 could be either network card so you should
specify external incoming traffic be aimed at the servers external card.
Then ISA or routing & RAS can handle it accordingly.
