Not sure about your question 1 yet but I know that this link will help solve
question 2.

Ignore the title on the site about not trusting Exchange, etc. Not everyone
wants or needs to host their own e-mail. The registry fix in the article
works like a charm. I spent many hours trying to solve this problem myself.
Once you fix the registry, exchange will stop being set as default and your
POP3 account will stay default.
