NDR appear when sending mails to branch offices

One of my client is facing an issue with sending e-mails to his branch
office members. All the company mails are handle by one ISP. The Head office
setup a SBS server and configured Exchange server to retrieve mails from the
ISP relevant to office members in the head office only, so other users mails
will be residing in the ISP site to get down by the branch offices. Head
office maintain a address book of all the users in branch offices. But when
a user tries to select one of branch office members e-mail address and tries
to send a message it won't get delivered instead NDR appear. the message is
like this, So wondering how to solve this problem. Any help would be greatly
appreciated.
