Issue description:

I understand that you want to keep the remote office continue working even
after the main internet connection on the main office is not available.
Analyzing and suggestion:
=============
Generally speaking, when your internet connection on the main office is
offline, the VPN connection between two office will be unavailable unless
you establish them via special connection without using internet.
So I suggest you backup some of the important files to be accessible
offline even the VPN connection is unavailable on the main office. You can
refer to my suggestion below:
Methods 1:
We can enable offline folder on this client computer then the make a
network folder or some shared files available offline, you can refer to the
steps below:
You need to enable the offline folder first, you can enable the offline
folder follow the steps below:
1. Open My Computer
2. On the Tools menu, click Folder Options.
3. On the Offline Files tab, make sure that the Enable Offline Files check
box is selected.
4. Select Synchronize all offline files before logging off to get a full
synchronization. Leave it unselected for a quick synchronization.
To make a file or folder available to you offline
1. Open My computer.
2. Double-click a network drive to view its contents.
3. Click the shared network file or folder that you want to make available
offline.
4. On the File menu, click Make Available Offline.
Method 2:
You can schedule a batch file to run the xcopy to synchronize the network
folder to remote client, you can add it to the task schedule, please follow
the steps below:
Here I would give you a sample:
xcopy "Network folder" "local folder"

You can add the script to a batch files and add the batch files to the task
schedule to run it automatically.
Methods 3:
You can synchronize via some third part tools, as you convenience, you can

If you want to join the remote server to a SBS domain and become a member
server, it is your best interest to deploy another DC on the remote
location, on the normal days the DC will replicate with the SBS server
after the connection is down the local client will logon the domain via
remote site DC, the replication will be available when the connection
recover, you can refer to the information below:

In addition, you may need to know about the properly configuration for the
license on every additional DC, please refer to the following section for
detailed steps:
A. Go to the additional Windows servers, open Services console in
''Administrative Tools''. Make sure that the ''License Logging services''
is running.
B. Go to the SBS 2003 server, open ''Active Directory Sites and
Services''. Click on Default-First-Site-Name and the double click on
Licensing Site on the right. Make sure that the SBS 2003 server is the
Licensing Computer.
C. Go to the additional servers, open ''Licensing'' console in
''Administrative Tools''. Set the licensing mode of the additional Windows
server to ''Per Seat''/''Per Device'' mode. The number of licenses should
be set to be equal to the number of SBS client access license (CAL). You
can select License->New License from the menu and then select Windows
Server from the dropdown and specify the same number of license that your
SBS server has.
For the Exchange issue, if the connection is unavailable, you might
encounter problem when logon to Exchange server via outlook directly using
VPN, you might have to configure your remote site to use RPC over HTTP, it
might be the best interest for the remote site, you can refer to the
article below:
Generally speaking, when we access the exchange via outlook remotely, we
need to establish the connections via HTTP and RPC.

| I'm fairly new to SBS but am learning quickly. I've got a client who
| has an SBS 2003 server which is connected to the internet via a 700KB
| download/500KB upload connection.

| The client uses large files on a daily basis (can be up to 10meg CAD
| files). He likes having his local team store their files on the server
| for redundancy and backup reasons.

| However, he's opening up an office in another state and wants his
| employees to have access to the same files. Both offices will be
| connected via hardware VPN (SonicWALL TZ170).

| I'm concerned about the performance of having the remote office work
| with the large files from the server. Even if performance is
| "acceptable", he's nervous about allowing his remote office to continue
| working on their files if the network connection goes down on either
| end.

| Is there a good solution that will allow them to keep working in case
| DSL goes down? Would putting another server at the remote location be
| possible within the SBS framework (as a member server)? What about
| domain authentication in case the network goes down.

| Currently, they aren't using Exchange but I have a feeling they will
| want to do it as time goes on. They will all need to be part of the
| same mail domain.
