Remote Office Configuration Suggestions?

I'm fairly new to SBS but am learning quickly. I've got a client who
has an SBS 2003 server which is connected to the internet via a 700KB
download/500KB upload connection.
The client uses large files on a daily basis (can be up to 10meg CAD
files). He likes having his local team store their files on the server
for redundancy and backup reasons.
However, he's opening up an office in another state and wants his
employees to have access to the same files. Both offices will be
connected via hardware VPN (SonicWALL TZ170).
I'm concerned about the performance of having the remote office work
with the large files from the server. Even if performance is
"acceptable", he's nervous about allowing his remote office to continue
working on their files if the network connection goes down on either
end.
Is there a good solution that will allow them to keep working in case
DSL goes down? Would putting another server at the remote location be
possible within the SBS framework (as a member server)? What about
domain authentication in case the network goes down.
Currently, they aren't using Exchange but I have a feeling they will
want to do it as time goes on. They will all need to be part of the
same mail domain.
