ActiveSync Error with SBS2003 and ISA2004

Hello.
I have a client who is running SBS2003 Premium edition with ISA2004. This is
all running in one box and completely up to date with the latest software
packs and updates. The client also has a new iPaq Pocket PC HW6515 which he
wants to use via Exchange Activesync through GPRS. Unfortunately, there is a
bug in the HW6515 ipaqs at the moment which won't allow you to install your
own SSL certificate. Because of this I have successfully configured the
device to sync with the server without SSL authentication and it does so via
GPRS with no problems at all. However, when the user plugs the PocketPC into
the cradle connected to his office machine (within the same LAN as the
server) the iPaq reports error Http_407 The proxy server you have specified
is incompatible with your device.
Can anyone please tell me how I can resolve this problem?
