The error message when tryiny to acces sharepoint services on sbs2003 std

yes we did try articale KB 823379, but no success
There is no server2003 service pack installed
service packs installed are Exchange2003sp1, Sharepoint Services SP1
and Windows XP client update package for sbs2003
