Thanks for the update!
I am sorry that the information I provided make you confused.
According to the KB article, the RRAS server should be added to the RAS and
IAS Servers group in ADUC other than the laptop.
In addition, please change a modem and check if the problem persists. We
have experienced several similar issues (619 error) that were caused by a
hardware failure.
