For your description, I understand that the fax file can not be transmitted
completely. If I am off base, please don't hesitate to let me know.

Yes, just like you know, this type of issue generally caused by hardware,
so I suggest that you ensure your modem list in Microsoft certificated
productions catalog. If it is not certificated, please try change a modem
to test. And also please ensure you have installed compatible modem driver
for windows 2003, you can logon to your modem vendor website to get the
driver information.

To get the compatible hardware information with Windows 2003, you can visit
the following website:
www.mcirosoft.com/hcl

Try to test, how bout the result?

Another possible cause of this issue is related to the phone line quality.
You can try to change another phone line to test, how bout the result?

If the issue persists, please help me confirm some information and also
help to collect some information:

1. What is your accurate brand of the modem?
2. Did the issue happen every time? Did the fax file can not be transit
completely or the file content send/receive partially?
3. Did the issue happen when you send fax or receive fax or both?
4. Can you get any error event log in Event Viewer? If so, please paste the
accurate error info in the newsgroup.
