Thanks for posting here.

In addition, if you have another serial modem, try to replace the modem and
test the issue.
For your information:
Port errors and modem response errors can be caused by many different
things. Frequently, the problem is that the port was not assigned a memory
range or interrupt request during the computer's startup cycle because the
hardware did not respond within the Plug-and-Play time-out interval. This
is particularly likely during the startup cycle of older computers that
have internal first-generation Plug-and-Play Windows modems, especially if
the modem is starting to suffer a hardware failure. Typically, this problem
causes errors 615, 617, or 619.
