According to your description, I understand that you would like to let
remote POP3 and OWA users can use full Global Address List (GAL) as
internal Outlook Users. If I have misunderstood your concern, please don't
hesitate to let me know.
I. Let the remote POP3 users can use full Global Address List (GAL):
Method 1: Use the Internet Directory Service (LDAP) to access the GAL
a. In Outlook, on the Tools menu, click E-mail Accounts, click "Add a new
directory or address book", and then click Next.
b. Click Internet Directory Service (LDAP), and then click Next.
c. Type the server name of the directory service that you want to
configure. For example, the Bigfoot service directory server name is
ldap.bigfoot.com.
d. If the directory service you are adding requires a password, click "This
server requires me to log on", and then complete the necessary information.
NOTE: Under More Settings, you can change the Server Timeout, the "Port
number", and the Search Criteria options.
e. Click Next, and then click OK when you receive the prompt that tells you
to restart Outlook.
f. Click Finish.
g. Close and restart Outlook.

Note If you would like to access your internal Gal from Internet, please
ensure the Server of directory service is accessible from Internet. The
LDAP query is using the port 389. For security consideration, most of
firewall devices will block the port 389. In order to allow those users to
use LDAP query, you may either publish the 389 port of any DC/GC to the
Internet or let all OE users use VPN connection instead.
IMPORTANT: Publishing 389 or 3268 to the Internet may have a security risk
for your environment.

Method 2: Access GAL by MAPI
In fact, Exchange Server 2003 provides a more reliable and secure way to
connect Exchange Mailbox from Internet by MAPI: RPC over HTTP. SBS 2003
Server support the use of RPC over HTTP to access Exchange servers. Using
the Microsoft Windows RPC over HTTP feature to enable your users to connect
to their Exchange mailbox eliminates the requirement for remote office
users to use a virtual private network (VPN) to connect to their Exchange
servers.

Note: To configure Small Business Server 2003 Standard or Premium to
support RPC over HTTP, run the Configure E-mail and Internet Connection
Wizard. To start the wizard and configure RPC over HTTP, follow these
steps:
1. Click "Start", and then click "Server Management".
2. Click "To Do List", and then click "Connect to the Internet".
3. Continue through the wizard and enter the specific information about
your Internet connection type, your DNS server, and your router. You can
also choose "Do not change connection type" if your connection is good.
4. If you have two network adapters, you should see the Firewall page.
Choose to enable firewall and on the "Web Services Configuration" page,
make sure the "Outlook via the Internet" check box under the "Allow access
to only the following Web site services from the Internet" is selected.
Select any additional services, such as "Outlook Web Access", that you
require.
5. Click "Next".
6. On the "Web Server Certificate" page, choose to create a new Web Server
Certificate and then use the same name you have used without problems, and
then click "Next". You can also choose to locate a third-party certificate
(for example, Verisign) you have required.
7. The wizard automatically configures Exchange, Internet Security and
Acceleration (ISA) Server, IIS, and the RPC proxy registry entries. Check
if things are working well.
You should also connect to RWW at https://ServerFQDN/remote, log on, click
the "Configure your computer to use Outlook via the Internet" link and make
sure you did follow its steps to configure this feature.
II. For the OWA users, Outlook Web Access is only a light client for
Exchange Server, which provides users accessing mailbox by Web browser
without Outlook. It doesn't integrate advanced functions in Outlook. For
example, user cannot browse detailed information about the content Global
Address List (GAL) and your mailbox Contacts folder. User can only search
contacts in Global Address Book instead of viewing individual contact
information like Outlook. Based on my testing, the owa user can search the
distribution group in the GAL.
