Global Address List on SBS 2K3 for POP3 and OWA users.

Hi,
As I know of that Users on remote POP3 couldn't see Global Address List
and OWA users can see Global Address List for Users account only, NOT
distribution account. My question is do MS SBS 2K3 exchange have any way for
these users can use full Global Address List as internal Outlook users?
