SBS2000 Shared web folders, Triple Login

I am running an SBS2000 Server, and have setup several folders that
contain our forms, policies, etc, These are to be accessed outside the
network from our other offices by entering http:\\XX.XX.XX.XX\forms\ .
These are simple web shares. We have been using them for a long time. I
recently ran the MS Lockdown tool and now every time some one trys to
login to the folders it takes three attempts for it to accept them.

It doesn't fail to login, it just makes you hit the OK then it goes
away, asks for your login again, hit the OK, ask for the login, hit OK,
document opens. The remember password button was checked in this
scenario, but if not you have to reenter the password.

It allows you to view the folder contents just fine, but when trying to
open the documents it gives the triple login problem.

I know this isn't the most secure but it's what we are capable of right
now :-) Any help will be appreciated.
