It's not hard to upgrade to Premium (I just did it earlier this month), and
there is a pretty inexpensive upgrade path.
It's also fine to just put sql server on the windows 2003 server. I guess
the question is do you own a license to SQL Server and would you get any
benefit out of the other 'premium' stuff: Frontpage and ISA server? If you
need to buy the SQL License, and you could leverage the other goodies then
definately just upgrade to Premium.
If you already own SQL Server, the app you're running on is intense, or you
don't think the other goodies in premium are useful, then just deploy it on
the other server.
