New Client Computer Unable to Access POP email

We are running SBS 2003 SP2 with no Exchange Server. Clients connect to
internet via ISA Server. We use POP3 email hosted by Covad.
When I recently installed a brand new computer on our network, I found that
it was unable to send or receive email via a pop account. I am able to get
email with the exact same account on another client (thereby eliminating the
email account settings in OE as a problem). On the new machine, I am unable
to telnet into the pop3 or smtp servers. I also tried to telnet into gmail's
pop server with no success. Pinging the mail server doesn't work either. I
tried using tracert, and it stopped at 154.11.6.66. Anyway, at this point I
decided it must be a problem with our ISA server, but I can't for the life of
me figure out what's going on. Any ideas?
