Mailbox size after deleting some messages

When an Exchange 2003 server warns a user that they have reached the mailbox
limit whereafter the user starts cleaning out and/or archiving mail to a PST
file on their desktop PC, will the mailbox on the Exchange server
automatically downsize, or must the administrator do something about this.
It seems to me as if the mailbox size remains the same...
In my case, mailbox maintenance is not enabled on Exchange.
What must I do here.
Please advise.
