I'm not completely familiar with how you are setup...
But yes they need to get to the SBS server.  SBS then presents the webpage which allows you to get to the other workstations, etc.

Should I forward these ports to the web proxy?  Of course, if they are
forwarded to my SBS, I can only login to that machine.
