>From the description, I understand the process of setup hanged when it
checked setup requirements. If I have misunderstood your concerns, please
do not hesitate to let me know.
To narrow down the problem, would you please help me collect the following
information?
1. What's the exact error message? Is it "Setup was interrupted because of
either user intervention or an unexpected error. Rerun setup to continue."?
2. Was the SBS 2000 install an OEM?
3. What does your environment variable PATH statement look like? Make sure
it includes the paths below:
%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%BackOfficePro
gramDir%\Management;%BackOfficeProgramDir%\ClientSetup;%BackOfficeProgramDir
%\Connectivity\ICW;
It shouldn't be exact with yours, but the point here is that we want to
make sure setup can find the necessary paths in order to continue setup
successfully.
To change the PATH statement:
A. Right click on My Computer and select Properties.
B. Click the Advanced tab and then click Environment variables.
C. Select the PATH under System variables and click Edit.
NOTE: Some third party programs may modify the PATH to include only their
directory in the PATH statement.
4. Check the permissions to the CMD.EXE in the \WINNT\SYSTEM32\ directory.
By default, Administrators and SYSTEM have Full Control, BATCH, INTERACTIVE
and SERVICE have Read & Execute and Read.
5. Stop or uninstall the third party applications/services, try setup and
see if the issue occurs.
6. If the issue still persists, please collect the errorlog.txt,
eventlog.txt, and setup.log from Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs.

To upgrade from SBS 2000 to SBS 2003, we recommend a migration to a new
hardware. Thus your SBS 2003 server is a fresh installed system and this
will avoid any potential software compatibility issues if you do an
in-place upgrade. To do a migration, you can refer to the following White
Paper which gives the detailed steps and information:

If you do not want to migrate to a new hardware and want to use the old
hardware, you can also do an inplace upgrade. Before doing the upgrade,
make sure you have SBS 2000 SP1 installed. I would also suggest you
uninstall all third party software to avoid potential compatibility
problems. You can obtain SBS 2000 SP1 by referring to the following KB
