Presumebaly you've checked that this file does still exist and that the
permissions on it are as they should be (inheriting from above folder)? If
the file is there, how about restoring the file from a previous backup?
Can you see everything as normal in the Licensing section of Server
Management Console?
Also, it may be an idea to install Service Pack 1 at some point too?
