I understand that this issue came out from you installed Windows Server
2003 SP1. Please understand that we do not suggest customer only install
Windows Server 2003 SP1 on the SBS 2K3 server, due to some known integrated
issues. Please see:

Windows Small Business Server 2003

I suggest you that either remove the Windows Server 2003 SP1, or continue
installing the rest of the SBS 2K3 SP1.

For detail instructions to install SBS 2003 SP1, please refer to the
following SBS 2003 SP1 download page.

complete the installation.

For the Windows Small Business Server 2003 Premium SP1 which includes ISA
