SBS2003 Premium includes SQL Server 2000 Standard Edition. The SBS website at microsoft.com is quite clear on that point.



My #1 requirement was to set up the server so that I would be able to run a
Web service (ASP.NET) on the box with access to a SQL Server. The price seems
just right for that. I probably won't be using Exchange or any other feature,
so it seems that a single-proc with 1-2 GB RAM would suffice. Does anyone see
any potential issues with this config?

This is an allowed usage of SBS, providing the website doesn't require external users to authenticate in any way, shape or form. If you do require them to login (even if the logins are stored in a SQL table, like DNN, Rainbow et al), then you'll need SBS CALs for each and every external user.



Finally, there are all these Web sites selling "OEM" licenses (SBS Premium)
for under $800, a good 500 bucks less than if I were to buy from Dell. They
all claim to have legit hologramed CD's and stuff, but there are no hard-copy
CAL's. Is this legit?

SBS2003 comes with 5 CALs. There should be a CAL paper *** in the box.

SBS2003 Premium for $800 sounds dodgy to me, especially considering that the RRP for SBS2003 Premium is $1499 or $1298 on Open Licence. I'd expect OEM to be somewhere around the $1000-$1200 range, based on those RRPs.
