Using the Links you provided I think I figured out the 'correct answer' to
my SBS2003 licensing questions ... with the result that I believe I will
need to use a Linux server for some email account services that I was hoping
I could provide with a single SBS2003 server.

Please comment if you think I have it wrong.

I think this is the correct summary of how Microsoft intends the Licenses
for SBS servers be implemented:

1) CAL licenses are NOT intended for use by 'concurrent users'
1a) CAL Licenses are required for 'logon enabled users'
1b) The total number of users defined is NOT restricted, the number of
'enabled' user is restricted by the number of CALs
1c) The total number of WebServer connected users is NOT restricted, the
number of CALs is not relevant for this purpose

The implication is that for a 10 CAL server I can have more than 10 users
defined, but a maximum of 10 able to logon at any time. So, if I have 25
users defined on my 10 CAL licensed server ... 15 of these users must be in
the 'disabled state'. Disabled user accounts cannot use Email, because
Exchange is required to support Email and does require a CAL for each user.

It is likely that there will never be more than 10 concurrent users, but
about 55 users will require valid userIDs that can be used for secure email
services at any given time.

I have one customer that has 4 employees and 2 'on-site' contractors that
require 'ordinary' CAL licenses ... and about 50 users that only require
Webserver / database access and (very light usage) eMail access. It appears
that it is within the license restrictions to allow an ulimited number of
Webserver / database connections ... but NOT within the licensing
restrictions to provide eMail accounts for these users on the 10 CAL system,
because Exchange is required for Email and it's usage does require a CAL.

So, I will need to setup a Linux Server to provide the additional Email
accounts instead of allowing them to connect to the SBS 2003 server for
Email, as the cost of additional CALs for infrequent Email only usage is too
expensive.

Right?

Or is there a way to provide SMTP / POP service without Exchange (maybe IIS
instead) for secure email messaging ... and stay within the terms of the
License? I don't see that option, so have concluded that using a NON
Microsoft solution for the email server is required to avoid violating the
Microsoft License agreement.
