Thank you for posting back and your detail information!
Please see my following suggestion:
1. On the server, open My Computer, click Tools, click Folder Options,
click the View Tab, click "Show Hidden Files and Folders" and remove the
check from Hide Protected Operating System Files (Recommended).
2. Go to Server Management\Standard Management\Fax (Local).
3. Right click Fax (Local), go to Properties, Inbox tab, and you will see
the Archive Folder location, please check whether these two files are
stored in the Archive Folder. By default, the Archive Folder location is
"C:\Documents and Settings\All Users\Application Data\Microsoft\Windows
NT\MSFax\Inbox".
4. If the issue persist, please see:
a. Go to Start -> Run "services.msc" (without quotation marks), restart the
Fax Service.
b. Restart the server if possible.
5. I need to know whether you have installed any updates recently, for
example: SBS 2K3 SP1.
