For your now scenario, Please follow my suggestion to troubleshooting the
issue:
1. First of all, please check the sysvol permission. Please compare the NTFS
permissions for C:Windows\Sysvol folder. Make sure that the permission
settings are same.

2. Please check the DFS client from the registry. For detail info,
please refer to KB 259398.

3. On the external nic ( Internet Protocol(TCP/IP) Properties -> Advanced ->
Options -> Properties ) uncheck "netbios over tcp/ip".
4. Please check DNS Settings:

Make sure both the internal and external network adapters of the SBS 2000
server are poiting to the internal IP address (192.168.0.1) as their
ONLY DNS server. You should remove the "Alternate DNS server" setting from
both the network adapters.
Make sure all the client computers are pointing to the SBS 2000 server as
their ONLY DNS server. You should remove the "Alternate DNS server"
setting from the workstations if they have.
Make sure the DNS server is forwarding Internet name resolution requests to
your ISP''s DNS servers. Actually all these DNS settings can be
configured through Internet Connection Wizard.
5. Please check the Network Binding order:
-----------------------------
a. On the SBS 2000 server, right click "My Network Places" and choose
Properties, and on the "Advanced" menu, click "Advanced Settings".
b. All the local area connections and remote access connections appear in
the top window that is named "Connections". Use the arrow keys to move
connections to the following order:
Server local area connection (local area network adapter) Network connection
(Internet connection adapter) Any additional network adapters
Remote access connections
c. Click "OK".
d. Close the "Network and Dial-up Connections" dialog box, and then restart
the server.
You can refer to the following KB article to re-configure your server (you
should run the Internet Connection Wizard):

After you have configured the server correctly, reboot it and then check if
the issue disappears.
