File sharing problem

Hi, i'm migrating a Win2K server to Win SBS 2003. The Win2K server does SQL
2K database and simple file sharing in a workgroup. I'm setting up a new
server with Win SBS 2003 but i'm not able to do file sharing like before.
When i try to access the server from a client PC it says: "\\(servername) is
not acceessible. You might not have permission to use this network resource.
Contact the administrator of this server to find out if you have access
permissions. The Server service is not started."

Note that my client pc does not login to the domain. The server has already
been upgraded to a domain controller.

Can anyone tell me what is wrong? Thanks!
