CEICW hangs at Exchange - Please help... tried everything

I have literally tried everything that exsists related to this error in the
log from the ceicw. The only error in the log is:

Error 0x1 returned from call to RegisterMSBOExchangeBP()

The CEICW hangs at Exchange set up. It makes it through the first three fine.
I have checked everything, including re-registering secatts.dll as one
article suggested. I have tried everything in all of your posts to fix this
problem.
Email is not routing properly. I will sporatically get a few emails, but
nothing like it should. Please tell me what I'm missing. --Kirt
