Unresponsive server mystery...

Our SBS2003 has suddenly become very unresponsive. The CPU activity isn't at
100%, but is around 20%, memory load is ok with spare physical memory
available. All the parts of the system like ISA and Exchange seem to be
running ok, and at normal speed. I can connect to it with pcAnywhere ok and
I can open the various console parts ok. The two APC ups related services
say 'Starting' and have done all day. All the other 'Automatic' services are
running. None of them are hogging resources. The server was rebooted this
am, and took about an hour to get to a desktop. I can't stop any services,
or change the startup type of any services. AV is still running, and we
don't seem to be using any internet bandwidth. (We are still receiving
external e-mail ok, and client PCs can use the internet ok.)
My next step is to use the recovery console to stop some of the services
from Auto starting, but has anyone seen this sort of thing before or have
any ideas!?
