According to your description, I understand that when you wanted to create
a new rule in Outlook, you received an error message saying that: "One or
more rules could not be uploaded to Exchange server and have been
deactivated. This could be because some of the parameters are not
supported or there is insufficient space to store all of your rules." If I
have misunderstood your concern, please don't hesitate to let me know.

Based on my experience, this issue may be caused by the following two
reasons:

1. The size limit for rules.
2. Corrupted rules.

Please first backup all rules first so that you can always restore the
rules if you want.

a. Click "Rules and Alerts" on the "Tools" menu.
b. Click the "Options" button.
c. Click the "Export Rules" button.
d. Type a name for the .rwz file and click "Save".

Then, try to delete some rules and create new rules again to check the
results.

If the error disappears after you delete some rules, this issue mostly
related to the 32K limit for rules. There is a 32 kilobyte (KB) "packed
data" limit for the rules on each folder, whether it is the Inbox or public
folders in Exchange 2003. The maximum number of rules depends on the size
of the rules that are defined, and the amount of data that is required for
a rule varies depending on the rule.

Currently, we don't have a way to expand the size limit. According to my
knowledge, the following way is best practice we can use to reduce the size
of rules as much as possible:

Microsoft Exchange Server has a maximum limit of 32 kilobytes (KB) for
storage of rules. Rules vary in size, but some rules can be significantly
larger when they involve multiple recipients in a forward action. Each
recipient can add up to 500 bytes to the size of the rule. As a rough
estimate, the simplest rules take from 200 to 500 bytes. Rules involving
recipients add approximately 500 bytes per recipient. A rule that forwards
a message to five recipients can be over 3 KB in size.

When rules involve several recipients, it is best to create a distribution
list and use the distribution list as the recipient. This allows more rules
to be created before reaching the 32 KB rule limit. Personal distribution
lists are not allowed in rules; only distribution lists created through the
Microsoft Exchange Server administration program.


On the other hand, if the error still appears, it may be related to the
corrupted rules. You may perform the following suggestion to troubleshoot
the issue:

If you are running Outlook 2003, quit Outlook. Click Start -> Run, type
"Outlook /cleanrules" and press Enter. Then you may re-define the rules.
(Quotation marks are not included and there is a space between Outlook and
/)

You can also use Mdbvu32 utility to remove the rules. More detailed steps,
