Just to close this post, it turns out after all,
That the Alcatel 530 router (reccomended by an MVP)
Was cycling its power every 15 minutes WHEN a vpn connection was active in
it.

We talked to Alcatel about it, they were very helpful.
We are now using a Linksys router!
All is working fine!
