For your description, I understand that you want to know how to reconfigure
password policy of users. If I am off base, don't hesitate to let me know.

You can configure password policy in the SBS Server Management Console.
Start Server Management, click Users and then click the "Configure Password
Policies" link to open Password Policies configuration page. Here you can
specify password expires, minimum password length, complexity and maximum
password age. This configuration is for the domain, you can not only apply
to some specific user account.
You can notify your clients with message (such as use command: net send
"xxxxxx") when the policies go to efforts after you changed the policies
