I understand that you want to move the user from SBS 2000 to Windows 2003
server and prompt the Windows 2003 server to be a DC then allow the user to
access the SQL server.
Analyzing and suggestions:
===========
Before we go any further, could you tell us where your SQL server
installed, on SBS 2000 or you prepare to install on SQL 2000. I am a little
confuse by your description. Here I would like to assume that you want to
installed SQL on SBS 2000.
Generally speaking, in a SBS domain you need to deploy SBS 2000 as a PDC;
however you can deploy Windows 2003 server as an additional DC on the same
domain. At your convenience, I would like to give you an article describe
how to add a member server to SBS domain as additional DC.

You might to buy another license for your additional DC, you can refer to
following KB article to see the licensing issue for your server:

For SQL server, I suggest you read the SBS 2000 instruction white paper to
see how to install SQL 2000 on SBS 2000. You did not need to configure it
individually, by default, we can use SBS user account to access SQL server
inside SBS domain.
