Connectivity to a published web site

I have an issue with a web site I am hosting on my network. My web server (a
win 2k member server) sits behind a SBS 2003 server running ISA 2000. I have
configured destination set and published the site etc in ISA. I have a ADSL
WAN connection . External Dial up users can not connect to the site some yet
SOME T1/DSL/Cable users can connect to the site but others can not. External
DNS resolves the correct name/IP. NSLookup returns the public web IP. Users
can not get to the site via IP or name but SOMEusers can connect?? The event
logs do not reveal anything out of the ordinary.

Any idea on troubleshooting this?
