Server 2003 SP1 on SBS 2K3, even though it is supported on Windows Small
Business Server 2003, but there are some known integration issues. Please

So my suggestions are:
1. Remove Windows Server 2003 SP1 and test the issue again.
2. Perform clean boot and see whether this issue is caused by third party
software. The steps are listed in my last reply.
3. Actually, we do not consider this is a VSS issue, but you still can
safely disable it. If you are running the Backup Wizard, it will use its
own VSS writer to backup the open files real time, and you cannot disable
it. So you only can disable VSS from NTBackup. Disabling VSS will result in
some open files will not be backup. You also can use the command to disable
VSS. Please see:
Switch: /SNAP:{on | off}
Description: Specifies whether the backup must use a volume shadow copy.
