How to retrieve old passwords or current password

Is there a way to look or retrive current or old passwords? I had a user
change his password and try and log in and he coudn't he swore that it was
right. Is there a way to check what his current password is or old passwords.
It;s microsoft they must store it somewhere. Also how can i change my
password policies? i already have password policies in place however i want
to change or reconfigure the password policies.
