Intermittantly Cannot Access the Internet

Using Small Business Server 2003 Premium Edition with Netgear ADSL Firewall
Router and Netgear Switch.
Numerious times a day the internet access fails for anything from 1 to 6
minutes. During the failure period, using the command prompt, a ping by IP
address works but by name address fails (used bbc.co.uk and 212.58.224.131).
Internet access using Internet Explorer fails using both name and IP address.
The failure is for all clients/workstations and is totally random.
Its as if the server is blocking internet access?
Tried using Firefox and free-standing software- no difference.
Checked all cables and replaced the router - no difference
Tried another phone outlet - no difference
Checked router install, IP's etc - all correct
ISA Server is NOT installed as we were told it was not required using a
router. All workstations and the router are plugged into the Netgear Switch.
Been on the Knowledge Base and could only find that it was possibly a DNS
name resolution problem, but surely this would be constant.
Could there a service that is not running?
Do we need to install the ISA Server?
How can we eliminate this problem?
