I would start with the following articles and see where you wind up with
that c:\ partition.

If it's an OEM 12GB system partition from SBS 2000, there may be a folder
C:\SBS2000 that has a drive copy of the SBS 2000 CD's. I seem to recall a
Dell SBS 2000 system I once supported that had that condition. Moving or
deleting those folders saved me a few GB's of disk space

As well, you might want to consider if it is worth moving your Exchange
database (if it's a default install, that is likely held in the C:\program
files\exchsrvr\mdbdata folder. You can use Exchange System Manger to move
the database and/or logfiles to a partition that has more space.
