ICS in Small business Server not showing up

I have 2 NIC cards on SBS and i want to share the internet connection of one
to the other. Previously I have used ICS to do this but the "advanced" tab
on the properties page where this is done does not seem to show up. Used to
be that when Routing and remote Access was enabled, that the ICS could not be
used. I have tried disabling this but it makes no change.
