Based on my deep research, please refer to the below information to check
if the below scenario address your issue:

Problem:
======
New users created are not stamped with email address, or the mailbox even
not created. Probably occurs after a Exchange migration.

Resolution:
========

1. Point the RUS (Recipient Update Service) to the new Exchange Server
and do a update and Rebuild:

322313 Exchange Recipient Update Service fails to process accounts and
http://support.microsoft.com/?id=322313'.

2. Change the Default Offline Address list to point to the new server and
rebuild it.

3. Point Routing Group Connector to the new Exchange Server.

4. Apply Exchange 2003 SP1 which includes the hotfix to resolve the
'8331' issue:

837444 Users do not appear in the Global Address List, users cannot connect
to
http://support.microsoft.com/?id=837444'.

5. Apply the SBS Exchange 2003 SP1 follow-up hotfix:

843539 You cannot use Outlook Web Access with forms-based authentication and
http://support.microsoft.com/?id=843539'.

6. An LDAP filter error causes the Exchange Recipient Update Service not
to stamp newly created users (818190) -
http://support.microsoft.com/?kbid=818190'.

If it is not the case, please perform the below steps to collect more
information for further troubleshooting:

1. Please open Exchange System Manager, expand Servers ->
DomainComputerName, right-click DomainComputerName and select Properties,
click Diagnostics Logging tab, highlight the MSExchangeAL item, in the
right box, change the all Category items' Logging level to Maximum.

2. Reproduced the issue again.

3. Locate the Eventlog.txt from the ..\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs folder, and check
whether there are any error messages noted on this issue, then paste the
full context in your reply.
