As for the installation order of ISA 2004 and SQL 2000 SP4, based on my
knowledge, there is no special requirement and you can install either one
as you like.

As for the problem with ISA server, I would like to suggest that you change
the ISA settings to the SBS default setting. As for this, I would like to
provide the following action plan:

Note:
Please make a full backup of your server before the following action.

1. Open you ISA management. Select Firewall policy.

2. Select all policies in the middle frame except the "Last default rule",
right click on those policies, select delete. Click Yes to confirm.

Note: To select all, you can select the first one and hold on pressing
"Shift" and then select the last one. Then release the "Shift" button and
hold on pressing the "Ctrl" then select the "Last default rule".

3. Run CEICW and select enable firewall to configure the firewall
configuration again. The CEICW will recreate the SBS default firewall
policies again.

After that, check how things go from there.

If all works well, you can now add other firewall policies as your
requirement.
