I am glad to hear that you have resolved this issue and thing is working
correctly on your side.

SBS 2K3 server uses ISA server rather than Proxy Server, so if you
installed MS Proxy Server 2.0 client on the client workstation, all the
traffic will be directed to the SBS server, that is why you can visit
network, but cannot browse to the Internet.
