ISA 2004 upgrade fails

I am having problems when updating to ISA 2004, the install goes fine until
it hits the CEICW then it fails. If I try and run the CEICW after the
install completes it fails as soon as it goes to commit the changes. I
tried uninstalling and reinstalling ISA 2004 with the same results. I ended
up having to reinstall ISA2000 to get network connectivity for even the LAN
working. The following is a clip from the ICWLOG.TXT file:

Error 0x80070534 returned from call to Initializing the Stingray util in
ValidateNICProperties().
Error 0x80070534 returned from call to Validating NIC properties().
Any help would be appreciated.
